ISF stands for Importer Security Filing. It is a regulation by the U.S. Customs and Border Protection (CBP) that requires ocean cargo importers to the United States to file eight data elements no later than 24 hours before the cargo is laden aboard a vessel destined to the United States. The data elements include information about the seller, buyer, importer of record number, consignee number(s), manufacturer or supplier, ship to party, country of origin, and commodity harmonized tariff schedule. CBP may issue liquidated damages of $5,000 per violation for the submission of an inaccurate, incomplete, or untimely filing.
The ISF Filing is a formal submission to CBP which is vital to Homeland Security and Border Protection. For all importations into the US, CBP identifies all Importers either by their Business EIN Number, or Social Security Number as the Importer of Record.

ISF + 5
ISF-5 is a filing requirement by the U.S. Customs and Border Protection (CBP) for foreign importers of ocean cargo to the United States 1. It is mandatory for goods that are either freight remaining on board (FROB) or in-bond shipments that stop within the US before reaching the foreign port of lading or other final destination. The filing must be done no later than 24 hours before loading of vessel destined to the United States. The booking party, which is defined as the party who initiated the reservation of the cargo space for the booking, is responsible for filing the ISF-5 to U.S. Customs. The following five data elements are required to be declared to CBP:
